Joint Education
Founded in 2001, the Foreign Affairs Office acts as an important bridge for international educational exchange and cooperation. It is responsible for following work: many activities including any communication requirements to foreign countries, admitting and nurturing overseas’ students, introducing foreign qualified teachers, attending to legal formalities related to foreign affairs providing information and consultation for studying abroad, and submitting any applications for joint-venture education. Since its establishment, this Office has embarked on establishing external communications an suitable educational establishment to initiate joint cooperation in accordance with the Universities objectives. This Office takes its responsibilities seriously in order to build long-term stabilized partnerships with more than ten colleges and universities, to extensively exchange experts and teachers of the same major with colleges and universities in Russia, to admit overseas’ students and internship students for both long-and-short period of study. This Office conducts many cooperations in scientific research projects, in addition to activities in scientific investigation and academic exchange. Following the success of these programs, Heihe University was authorized as the Sino-Russian Cooperative Unit of undergraduate by the National Ministry of Education in Nov. 2004. In this cooperative program, the Foreign Affairs Office undertake responsibility for the education and management of the Sino-Russian cooperative program, and the training responsibility of core teachers that teach Russian at middle school. This Office has successfully conducted two-period “Russian-Training for Core Teachers of Junior Middle School in Heilongjiang Province”in sequence, and another two-period Russian-training program of core teachers from the provinces of Heilongjiang, Jilin, Liaoning and Inner Mongolia. This Office was appraised as “An Advanced Unit of Foreign Affairs”. The current staff of this Office is 23. There are three functional section offices, including External Office, Expert and Student Management Section, and Apartment Management Section approved by Heilongjiang Department Education in 2006, International Exchange and Cooperation Center of Heihe University was established on the basis of Foreign Affairs Office, taking the responsibility for the enrolment in Heieh University and improvement of the source of students, overseas’ teaching and management, and the backbone of teacher training of middle school. With strong support of leaders at all levels in the university, the Center’s scope of work expands continuously. The Foreign Affairs Office has now become the bridge and the link to foreign exchange and cooperation of education.
